ILWARN Update
APWA State Conference - May 2008
Following the hurricanes of 2005, Florida and Texas developed a state-wide mutual aid system for Water and Wastewater utilities. This issue was raised within the Illinois Section of AWWA (ISAWWA) regarding the need for a similar program in Illinois. A small committee was established in Central Illinois to begin discussing the need for a mutual aid system for water and wastewater and was expanded to include Public Works. ISAWWA and the Illinois Chapter of American Public Works Association members have taken the lead to develop a state-wide mutual aid system called ILWARN. ILWARN is the Illinois Public Works, Water, Wastewater Agencies Response Network. This committee has expanded to include various municipalities, agencies, and associations throughout the State of Illinois. The committee is developing a standardized template for Mutual Aid Agreements and is in the process of setting up a website and working on implementation of the program. The goal of the committee is to have the program established and operational by mid 2008.

There are two main sources of funds for bridges...federal aid and local funds. Federal aid funds can provide up to 80% of the cost and the remaining 20% must come from local sources. A bridge project can also be funded with 100% local money. Advantages and disadvantages to be considered when deciding whether or not to use federal funds were explored.
Electrical Arc Flash Protection for Your Staff

An arc flash hazard analysis is an important step in an electrical safety plan for any wastewater treatment facility. This analysis will indicate the level of arc flash hazard at each electrical device and recommend changes in the electrical distribution system to lower energy levels, creating a safer environment and reducing potential liability for the utility. This presentation will review the arc flash analysis process and its benefits, as well as electrical safety requirements in the workplace.
